The Kansas House has passed an emergency final action to legalize medical marijuana in the state. The House passed Bill 158 on a 79-42 vote after more than 5 hours of debate on Thursday. The bill will now go to the Kansas Senate, but lawmakers say passage by the full Legislature this year is unlikely.Kansas Gov. Laura Kelly supports the bill. The bill would authorize the state health department to issue medical marijuana identification cards to patients and caregivers for a list of conditions that include lupus, cancer, Alzheimer’s and Parkinson’s. According to the bill, medical marijuana could be sold as oils, tinctures, patches or potent edibles, but not in smoking or vaping products. The bill would also set up a licensing process for growers and dispensary owners.Some Republicans say they have been motivated by conservative neighbors Missouri and Oklahoma legalizing the medical use of marijuana in 2018 through ballot initiatives. Others say many of their constituents support it. Medical marijuana became law in Missouri in 2021 and the state says more than 93,000 Missourians have medical marijuana cards. Missouri has around 80 medical marijuana dispensaries. Up to this point, neither chamber has ever passed a medical cannabis bill before in Kansas.
